Toleuv Belyalov was born in Bayan-Aul, Kazakhstan in 1963. After graduating from Novosibirsk Institute in 1985, he received a PhD from the Institute for Economic Research of Moscow in 1989. After participating in the Carl Duisberg Gesellschaft Scholarship Program in Cologne, Germany, Belyalov joined Deutsche Bank in 1995 and worked in various cities in Germany. After a few years an analyst for Baidala Research LLC in Kazakhstan, he was awarded Fulbright Scholarship in 2006 and came to New York in order to conduct his research in macroeconomics at ISERP.
