Constructing a Measure of Investment Policy Orientation

Governments across the planet have adopted very different policies towards foreign direct investment (FDI). Within countries, changes in foreign investment regulations have been dramatic as well. Yet, we have no way to assess the incidence of these various types of policies in any general way. I develop an index of investment policy orientation that allows for cross-country comparison of these policies across countries and over time.
