The Devolution Revolution: Can Cities Be Trusted with Redistributive Policy?

The federal and state governments are increasingly using block grants to devolve responsibility for redistributive policy and municipalities. Block grants, however, pose a particularly troublesome dilemma for the federal and state governments: the extent to which any given program reaches its intended beneficiaries depends largely upon the decisions of mayors and city council members. This research analyzes the extent to which local elected officials direct block grant funds to individuals and communities in need and whether the decisions of these officials are shaped by political considerations. To conduct this investigation, the investigator examines neighborhood-level expenditures of Community Development Block Grant (CDBG) funds by the City of Los Angeles over a seven-year period.
