It's not all about Trump: Democrats' midterm chances ride on health care and Social Security, too

- Health care and programs like Social Security could be defining issues for Democrats as they try to win control of Congress.
- Candidates have argued the GOP could cut funds from Social Security, Medicare or Medicaid to offset deficits generated by Republican tax cuts.
- The GOP has argued Democrats are trying to distract from the fact that they opposed the tax law.
"Even if Republicans aren't pushing it, they can raise the specter," said Robert Shapiro, a political science professor at Columbia University. "It won't go away for Paul Ryan and Congress until he leaves Congress."
